CDA Intervenes in the Case of the Ramble Seven-Year-Old
The Child Development Agency (CDA) has intervened in the case of the seven-year-old child who allegedly broke into the Ramble Primary School in St. Mary recently.
A CDA Children’s Officer visited the school, interviewed members of staff and met with the boy and his family. The child has now been referred to the Child Guidance Clinic in the region for a psychological assessment to be done. Following that assessment, further intervention will be carried out with the child and his family.
CDA officers are also in the process of carrying out a home assessment with a view to preparing a social enquiry report.
CDA is responsible for children in need of care and protection, (those who have been abused, abandoned or neglected, or some of those who have exhibited behavioral issues). CDA also has a mandate to investigate cases affecting children to determine the best interest of the child.
Under Section 63 of the Child Care and Protection Act, a child below the age of 12 years old who is accused of a criminal offence cannot be charged (because 12 is the age of criminal responsibility). However in instances such as where a child below 12 has committed an offence, a judge may rule that the child is in need of care and protection.
